DPL is looking for experienced project team leaders and managers interested in an upcoming opportunity to work on a Global Fund Against AIDS, TB and Malaria (GFATM) funded project in Papua New Guinea implemented in co-operation with the National Department of Health.

Diwai Pacific Limited, the project management and consulting arm of Divine Word University based in Papua New Guinea, will be implementing a nationwide competency training (NCT) for health workers in a new anti-malarial, Artemisinin-based Combination Therapy, and Rapid Diagnostic Tests (RDT). The project will begin in May 2009 with preparation activities. Training of 5,400 health workers is scheduled between September to October 2009. A total of 60 trainers will be deployed simultaneously to all 20 PNG provinces to deliver training to the district health centre level. Acquittal and reporting activities will occur in November and project will be closed by mid/end of December 2009.

The project will be managed through a Project Management Unit and overseen by a Project Management Board (PMB). The following positions are being sought:

Project Team Leader
The Project Team Leader will have total responsibility for the management and technical performance of the project. S/he reports to the Project Management Board (PMB) and is responsible for the development of and team’s adherence to the Manual of Policies and Procedures. S/he will prepare regular programmatic reports for submission to the PMB, Principle Recipient; will keep NDOH informed on the progress of the project implementation; and manage risks and issues. The Project Team Leader will manage the project to ensure successful completion within budget and required timeframes.

Finance Manager
The Finance Manager will report to the Project Team Leader and will be responsible for mobilizing, employing and controlling the cash flow of the funds allocated to the project. S/he will prepare budgets, forecasts and control expenditures. In cooperation with the Project Team Leader, the Finance Manager will establish procedures for receiving and disbursing funds; institute and maintain a project accounting system; ensure compliance with donor auditing requirements and prepare regular financial reports as required for reporting purposes; monitor Provincial Training Teams to ensure compliance with financial procedures.

Technical Services (Training) Manager (TSM)
The TSM will be directly responsible to the Project Team Leader for the quality of technical performance throughout the project. The TSM will ensure design of quality learning materials; will design and supervise the quality control (QC) and quality assurance (QA) activities, which includes supervision of the national competency training. The TSM will travel or assign qualified persons to travel for purposes of monitoring and evaluating the training, as it is required.


Administration & Procurement Manager (APM)
The APM will be directly responsible to the Project Team Leader and will work closely with the Finance Manager to oversee activities required for procurement of goods and services, including the administration of contracts entered into between DPL and suppliers, contractors, consultants. The APM will use appropriate tools, such as Microsoft Project, to manage contract delivery. The APM will liaise with the TSM to monitor the performance of contracted parties, ensuring delivery of required activities within required time period at a high professional standard and according to approved procurement policies. S/he will be responsible for purchase of equipment, services and supplies for the project.

The Management team will be supported by administration staff, finance staff, and provincial training teams.

Executive Officer is responsible for the day-to-day operations of the PMU and supports the Team Leader.

Finance Officer ensures timely and accurate financial management for the Nationwide Competency Training (NCT) Trust Accounts (TA).

Administration Officer (x 3 positions) is the point of contact for the Provincial Training Teams (PTTs) and responsible for requesting financial resources required for the regional training rollout implementation.

Provincial Trainers. A total of 60 trainers will be contracted by DPL, three trainers per province, to deliver the training at hospitals and district health centers. Trainers will be trained in the delivery of the new malaria drug and RDT. Trainers should have qualifications as clinician, senior nurse or Health Extension Officers and have previous training experience.
